On Wednesday at approximately 5:00 p.m., Portland Police officers assigned to East Precinct responded to the area of Southeast 65th Avenue and Rhone Street on the report of a man in the street armed with a knife and possibly a gun.
As officers were arriving in the area, they received additional information that a witness saw the man with a rifle in the street.
Officers approached the location and they could hear the man yelling and swearing. Using available cover, officers were able to see the man, later identified as 31-year-old transient Aaron Patrick Shaffer, kneeling and pointing the rifle at something or someone not visible to the officers.
Officers gave verbal commands to Shaffer to put down the rifle which he eventually did and he was taken into custody without further incident.
Shaffer appeared to be struggling with a mental health crisis at the time of his arrest. Officers recovered the rifle and placed it into the Property Room.
Shaffer was booked into the Multnomah County Jail on charges of Felon in Possession of a Firearm, Unlawful Possession of a Firearm and Unlawful Use of a Weapon.
